There is no XML schema and no contract on the xml so using it is not a correct approach I think and is clearly not advertised by JMeter project, they clearly say there will never be an xsd.
Regarding dev and ops I agree with you David, you cannot always be the developer of what you test, for example when you do some POC on commercial prducts
